Your question was never closed. It was deleted. Therefore reopening is a logical impossibility. If it were undeleted (spoiler alert: never going to happen) it would appear as a normal question.
Of course you can repost your question. You can. But here's something to consider. Maybe your question was just a really bad question? So bad that almost nobody took any interest in it? The main interaction on the question was you talking to yourself in the comments.
So, yes, you could just repost. And if that ends up getting closed and/or deleted you could repost again. And eventually that would annoy the moderators so much that they would ban you.
By the way, the answer to your deleted question is "No". People do lots of pointless and stupid things (speaking from personal experience here) but almost never when it requires a lot of effort.
I want to say that now you know the answer you have no need to repost but my suspicion is that you knew the answer when you posted originally and just wanted to start a political discussion. The main Chess SE is not a discussion site.
Something else for you to think about - FIDE allows gender changes. There are no toilets, changing rooms or physical strength involved so I personally regard this as uncontroversial. I have personal experience of this having once played and lost to a rather strong "John" only to discover a few years later that FIDE was now saying that it was "Jane" that I lost to.
